This study examines a public Maryland community college to determine if the college really had a developmental education program or a remedial education program. The study interviewed students, Chairpersons of the English Department, and the Director of Institutional Advancement to examine the structure of the programs, retention, and the cost of the program if a student has to enroll in three levels of English, Math, and Reading. The study also examines the level and frequency of communication to determine the level of communication of the various departments to see if there was teaching across the various developmental educational curriculums. The study examined retention and attrition to determine the impact the loss as well as retention of students would have on the budget. The findings were at the least very interesting.
