The author, Dr. Sylvanus Abila holds the LL.B (Hons), RSUST, LL.M, (Ife) Ph.D Degrees in Law. He was called to the Nigerian Bar in the year 1989. He currently heads the Department of Private and Property Law, in Faculty of Law, Niger Delta University, Bayelsa State.
