Transitioning with her characteristic ease in dealing with issues related to the State, Public Administration, and public services, Cléia Costa dos Santos discusses in her work the management tools of the State apparatus, with its decentralization involving new actors, modeling administrative instruments based on valuing dialogue between the State and the citizen. She starts from the reform of the Brazilian State in her work to comment on the need to revamp current administrative practices for the challenges of the 21st century. Referring to Law No. 9,433 of 2005 as the normative framework for the development of many moralizing administrative practices in the state of Bahia, the author comments on these new practices, discussing the accreditation system, public calls for democratic expansion of employee choice, and public selection of social projects for the signing of agreements. All of these instruments have been redesigned by her!
