Dr. James Thomas Dr. James Thomas is a proven law enforcement executive, educator, and leadership expert with more than two decades of distinguished service in public safety, criminal investigations, and organizational leadership. He began his career with the Texas Department of Public Safety in 2001 and graduated from the DPS Training Academy the following year. After nearly a decade in the Texas Highway Patrol, he was selected for the Texas Rangers Company "A" Special Response Team and later served as a Special Agent in the Criminal Investigations Division, assigned to the Gang Section and the Texas Anti-Gang Center in Houston. In 2013, he was appointed Special Deputy United States Marshal with the Gulf Coast Violent Offenders and Fugitive Task Force. In 2015, Dr. Thomas was promoted to Texas Ranger in El Paso, where he investigated high-profile cases such as homicides, kidnappings, and officer-involved shootings. In 2018, he advanced to Lieutenant in Waco, supervising Rangers across 16 counties, leading the Unsolved Crimes Investigation Program, and commanding the Special Response Team. His leadership earned him the Department of the Army's Public Service Commendation Medal in 2021 for his critical role in the Vanessa Guillen investigation at Fort Hood. Rising through the ranks, he served as Captain at Texas Ranger Headquarters, Major on the Director's Staff, and the first DPS Fellow to the Office of the Governor. In 2022, he became Commander of Texas Rangers Company "F," overseeing operations across 43 counties. In 2023, he was appointed Chief of the Training Operations Division, where he managed a budget of over $40 million and directed training for more than 4,300 officers statewide. Dr. Thomas earned a Doctor of Education in Educational Leadership from Lamar University, where he received the Outstanding Doctoral Student Award. He also holds a Master of Arts in Behavioral Science, a Graduate Certificate in Criminal Justice Education from the University of Virginia, and a Bachelor of Science in Criminal Justice. He is a graduate of the FBI National Academy, where he was selected by his peers as the class spokesperson for the 285th Session, and is also a graduate of the FBI-LEEDA Trilogy.
