This book aims to highlight the essential role of the interaction of institutions, ethics, individual and collective dispositions, and culture-based policies for genuine development, not sterile or incomplete development. We will discuss three main issues: First, the ease of imitation and the challenge of creative horizons in dealing with the (contents) and (domains) of concepts. This is achieved by examining the deceitfulness of the concepts of (development) and (culture) as a popular currency in our Arab cognitive space. We will delve into the cognitive relationships between (development) and (culture) to grasp the implicit meaning that development carries for the socio-cultural structure. We will not pay attention to development as much as we pay attention to its vision, systems, axioms, foundations, content, and value references that influence society and those influenced by it. Second, the issue of values ¿¿as repositories of development, drawing on the views of a group of philosophers representing five theses, starting with the generation of Lipovetsky and Karl Marx, passing through Max Weber and Ibn Khaldun, and ending with Bhagwan Chang. Third: Examining the concept of cultural development, its stages, objectives, pillars, conceptual network, and relationship to sociocultural change; this will enable a deeper understanding of the appeals of development, as a discourse with manifestations and functions, not abstract, static plans. This thesis argues for the need to view development as representations and codes for how to manage public affairs and as a mode of insight that frames development within broader contexts. The main premise from which the book departs is that the cultural condition of development alone leads us to the blindness of reductionism and the sin of polarization, and fails to provide us with an explanatory vision. Therefore, we cannot ignore the objective causes of developmental blockages. Some cultural factors are not fixed, distinct essences; they are not solely responsible for the production of this reality, its deterioration, or its prosperity. Development is a complex, present, and creative process. We also attempt to explore the possibility of management sciences contributing to the revitalization of the effectiveness of institutions, policies, and values.
