A Scourge of Humanity explores the origins of Interpol (the International Criminal Police Commission) and modern international criminal law in interwar Central and Eastern Europe. After the First World War, novel forms of international cooperation were developed in response to a surge of new forms of cross-border crime. The international community repressed crimes such as counterfeiting, sex and drug trafficking, terrorism, and human smuggling through vigorous policing and harsh criminal laws. By exploring these forms of crime control, David Petruccelli highlights illiberal forms of internationalism that have left a lasting mark on our world.
