Non-governmental (social, public) organisations are born out of grassroots civic activities and are driven by a desire to achieve vital social goals rather than profit. They can't function well without community participation (many civil society theorists consider it an auto telic goal). Their foundation is made up of people who are passionate about social communities: social entrepreneurs, managers, members, and volunteers. These groups rely on voluntary mobilisation to carry out their work, effectively acting as a middleman between those who give and those who receive assistance. They have more labor-intensive structural traits than capital-intensive ones (Anheier 2005).
