The Fish Market was inaugurated on August 2, 1995 by the government of Roseana Sarney with the assistance of the Presidents of the Federation of Fishermen's Colonies of the State, the São Luís Retailers' Trade Union and the São Luís Street Vendors' Trade Union. They inaugurated the fish market, which was to be managed by the trade associations, and was a pioneering initiative in the privatization process. The Fish Market serves as a source of income and work for many local residents, including fishermen, and is one of the most important in São Luís. The unhealthy conditions in which the market finds itself need to be repaired immediately, and often require simple actions, such as actions to improve the cleanliness of the place "elimination of solid waste and its proper disposal, as well as an efficient basic sanitation system". However, the municipal government cannot be held responsible, since the lack of management and public policies causes total disorder in the market, which is evidenced by the accumulation of garbage.
