This book provides an in-depth, multidimensional analysis of public policies in Peru, with special emphasis on the impact of the COVID-19 pandemic. It explores the historical evolution of the system, its strengths and weaknesses, and the challenges to build a more efficient, transparent and equitable state. It analyzes the role of public policies in the management of social conflicts, including mining conflicts, and formulates recommendations to strengthen state political capacities in the post-COVID-19 context.
