Born on March 19, 1978 in Covè, Benin, the author holds a DESS in Governance and Democracy and a DEA in Private Law. He is currently a civil servant at the Ministry of Digital Economy and Communication, where he was successively Head of the Regulatory Department, Director of Studies and Research and finally Assistant to the Minister.
