Il dott. Philbert Modest Luhunga ha conseguito una laurea, un master e un dottorato in meteorologia presso l'Università di Pretoria. È autore/coautore di 27 pubblicazioni scientifiche. Philbert svolge attività di ricerca in meteorologia, agricoltura, idrologia e climatologia. Attualmente, il dottor Luhunga lavora come ricercatore senior presso la divisione di ricerca della Tanzania Meteorological Agenc.
