This study aimed to verify the characterisation of entrepreneurship by public management through a case study of the municipality of Tietê, in the state of São Paulo, and the institution analysed was the city council. To this end, qualitative diagnostic research was used to survey this municipality within the parameters of entrepreneurship in public management, which allowed the identification of the guiding principles that indicate its entrepreneurial capacity. In addition, the entrepreneurial actions proposed by the municipal leader were identified through a focus group directed at municipal secretaries. This technique was used to verify whether the municipality had economic potential and, if so, what that potential was. The analysis indicates that, while in private administration, managers can act as they deem most appropriate or necessary, provided that it is not prohibited by law, in public administration, managers can only execute what is authorised by legal norms.
