The present study examines the facing obstacles of high school principals to achieve a school-based plan. In order to examine the facing obstacles of school principals, eight main and three lateral questions have been raised in order to better data analyzing. The research method was descriptive, and the research community was including boys' high school principals in Tehran in the academic year of 2012-2013, which were more than 413 people. Krejcie and Morgan table was used to determine statistical sample, so the sample was 200, accordingly cluster sampling method, stratifying with simple random. To analyse the data, descriptive statistics (frequency, mean and other measures of central tendency) and inferential statistics ("t-test", "F ANOVA" test, "Friedman" test) were used.
