The book seeks to highlight a possible understanding of the monitoring and social control practices formalised within the scope of the Fundeb Monitoring and Social Control Councils (Cacs-Fundeb) and the aspects that distinguish them from internal and external control practices within the scope of governmental power. To this end, it establishes the categorical groups of financing, supply, educational management, and social control in a theoretical-methodological plan (Fogecs) formalised based on the analysis of the normative frameworks of the national education system (Federal Constitution and Law of Guidelines and Bases), the Fundeb Regulation Law, and the scientific literature produced on the social control of education. This effort results in a proposal to decode the phenomenology of the Cacs-Fundeb and in the construction of a preliminary work plan for these collegiate bodies, a step that represents a clear distinction of their role and the fulfilment of their purpose of legitimising public policies aimed at meeting the educational demands of the population.
