Fadhel Al Tooq schloss 1999 sein Studium an der Arabischen Universität Beirut mit einem Bachelor in Rechtswissenschaften und an der University of Otago mit einem Bachelor in Politik und Wirtschaft ab. Im Jahr 2012 erlangte er einen Master-Abschluss in Politik mit Auszeichnung. An der University of Otago hielt er einige Vorlesungen über islamische Sekten und ihre historischen Konflikte.
