Omar Ali nasceu em Bagdade, no Iraque. Obteve a licenciatura, o mestrado e o doutoramento em Engenharia Eletrónica e de Comunicações na Faculdade de Engenharia da Universidade de Bagdade. É membro do corpo docente do Departamento de Informação e Comunicações da Universidade de Bagdade desde 2001; chefe do comité FYP da INFOCOM e engenheiro consultor da Iraqi Engineers Union (IEU).
