This book is about the right to education and addresses the inclusion of Libras as a curricular component in municipal schools in the light of current legislation, as well as the recognition of the Civil Liability of the Municipality in the field of Special Education for the Deaf. To this end, it has the following problem: if Libras is recognized as a legal means of communication and expression, why is the subject of Libras not included as a curricular component in the regular municipal education network in the city of Imperatriz-MA in the face of current legislation? With this in mind, the general objective is to understand why the subject of Libras is not included as a curricular component in the regular municipal education network in the city of Imperatriz-MA, given the legislation in force. The methodology used to carry out the research was through a review of current legislation in search of support to include Libras in the curriculum of regular municipal schools, culminating in an interview with the SIADI Project Advisor, in which it was found that there is a project to include the Brazilian Sign Language in the school curriculum, but it has been stalled since 2012.

Weslley Lima Freire is a lawyer, registered with the OAB/MA 14.593. He has a Master's degree in Education from the Estácio de Sá-UNESA University and specializes in Civil and Business Law with training for teaching in Higher Education from the Damásio College. He is also a professor at the Instituto de Educação Santo Agostinho-ITESAG, where he teaches Civil and Business Law.
