The primary issue is to examine the historical perspective that air bombardment necessarily results in high numbers of civilian casualties. I will examine how the reports of civilian casualties have generally been inflated. Finally, I will examine how perceptions on bombing and civilians are likely to influence the behavior of the political and media elites.
