Frederick Ngmenkpieo est né au Ghana de M. Ngmenkpieo kojo Bonye et de Mme Ngmenkpieo Agnes Donziema. Il a terminé l'école secondaire St. Augustine en 1994 et le Tumu Training College en 1998. Il est titulaire d'une maîtrise en gestion et en direction de l'éducation et d'un doctorat en éducation. Il est actuellement chercheur à l'université Walter Sisulu.
