Carlos Andrés Caro Camargo est ingénieur civil de l'Universidad Javeriana, titulaire d'un master en ressources hydriques de l'Universidad De Los Andes et d'un doctorat en hydrologie de l'Universidad Politécnica de Cataluña. Il possède plus de 15 ans d'expérience dans des projets de conseil en hydrologie et en gestion des risques.
