Viktor Leontyevich Petrushenko - Doutor em Filosofia, Professor da Universidade Nacional "Lviv Polytechnic" (Lviv, Ucrânia) - nasceu em 1946 nos cossacos do Alto Don. A sua primeira profissão foi a de navegador. Em 1975, licenciou-se no Departamento de Filosofia da Universidade Estatal de Kiev com o nome de T. Shevchenko.
