Ingenieur Muhammad Bilal ist Dozent am Fachbereich Bergbauingenieurwesen der Balochistan Universität für Informationstechnologie, Ingenieurwesen und Managementwissenschaften in Quetta. Er hat seinen Abschluss an derselben Universität gemacht. Nach seinem Abschluss arbeitete er ein Jahr lang als Ingenieur in Ausbildung bei PMDC Mines Balochistan und kam dann 2013 als Dozent an die Universität.
