A first current consists of the systemic analysis, the action and the place of learning of the consultation. A second current stems from a certain conception of solidarity. The systemic approach emphasizes the role of institutions and the Public-Private Partnership which is the prerogative of local leaders, the basis for development in the event of the application of good governance.
