O Dr. El-Outa obteve a sua licenciatura em medicina dentária na Universidade Libanesa e prosseguiu estudos de pós-graduação em gestão clínica dentária. Mantém um consultório privado em Beirute, no Líbano, com especial interesse em medicina oral e tem muitas publicações neste domínio. É membro de sociedades de medicina oral e árbitro em várias revistas médicas.
