O autor da obra é engenheiro informático de formação (1995), tendo obtido em 2006 o grau de doutor em Redes e Telecomunicações pelo INP de Toulouse. É também doutorando em ciências políticas após o mestrado 2 do IEP de Toulouse, com menção em Sociologia Política dos Processos de Governo.
