It reveals that reform is mainly driven by the authorities, although civil servants and the general public also play a role. Opinions differ on the remuneration of civil servants and working conditions, with some deeming them satisfactory while others feel they require improvement. To enhance the sector's efficiency, a number of strategies are suggested, including better career management, optimized administrative performance and adequate care for retirees. It is recommended that the Congolese government rationalize staffing levels, enhance staff skills, improve local government management and integrate new information and communication technologies (NICT) to modernize public administration operations.
