Specialista dell'Europa orientale, Jacques Baud è stato membro del servizio di intelligence strategica della Svizzera e capo della dottrina per le operazioni di mantenimento della pace delle Nazioni Unite. All'interno della NATO ha partecipato ai programmi in Ucraina, in particolare dopo la rivoluzione di Maïdan tra il 2014 e il 2017.
