Local development is an initiative undertaken by local populations to take charge of improving their living conditions. It is with this objective in mind that Burkina Faso, like other countries, has adopted the decentralization process. Decentralization gives local authorities the right to administer themselves freely and to promote local development. In order to analyze the capacity of local authorities to carry out the responsibilities devolved to them, we focused our analysis on the capacity of the Siby commune to manage and drive its development. For this research, we adopted the mixed method, which combines both quantitative and qualitative methods. The application of this method required the use of three data collection techniques: documentary review, surveys and observations. The study showed that the commune has a satisfactory capacity to manage and drive its development.
