The Right to Children to Free and Compulsory Education Act, 2009, which came into being on 1st April 2010, has been a major milestone for ensuring the critical right to free and compulsory education for all children between the age 6-14 years in India. But millions of children got left out in the Act. Children with disabilities are equal holders of this fundamental right. Why is it that the Indian state is unable to deliver quality education to the disabled? Where does the problem lie? What implications does this have?
