Ing'ollan wurde 1972 im Bezirk Turkana in Kenia geboren. Er ist Major (a.D.) mit einem Master of Education (Arts) und strebt derzeit einen Doktortitel in Pädagogik an der Mt. Kenya University und einen Doktortitel in Betriebswirtschaft an der Paris School of Business an. Über Jahre hinweg war er als Dozent und stellvertretender Finanz-, Planungs- und Verwaltungsdirektor an der Mt. Kenya University tätig.
