He received an A.B. from Marshall University in 1974, and a J.D. from West Virginia University College of Law in 1977. He was in private practice in Charleston, WV from 1977 to 1978. He was a Legal counsel, West Virginia State Senate, WV in 1978. He was a Delegate, West Virginia House of Delegates, WV from 1978 to 1996. He was in private practice in Charleston, WV from 1978 to 1997. Chambers was a federal judge on the United States District Court for the Southern District of West Virginia. Chambers was nominated by President Bill Clinton on June 5, 1997, to a seat vacated by Elizabeth V. Hallanan. He was confirmed by the United States Senate on September 5, 1997, and received his commission on September 18, 1997.
