One of the challenges of school management in the 21st century involves the quality of basic education. From this perspective, this study aimed to investigate the actions and strategies implemented by school administrators in public schools in the state of Maranhão that had an IDEB score that remained stable or increased between 2007 and 2013, with a view to improving the quality of education. Using a qualitative research approach, the following methodological procedures were adopted: bibliographic survey, documentary research, application of a mixed questionnaire, and semi-structured interviews. Based on the authors referenced, we found the influence of international organizations in building the quality of Brazilian education. We also found that technical management is opposed to democratic public school management because it considers the collective construction of the pedagogical proposal to be redundant. Based on the referenced authors, we observed that the successful pedagogical practices found in the management of the public schools surveyed have the potential to induce educational policies aimed at improving the quality of student learning.
