As whatever procedure being used for the selection of elected representatives including democracy, the constituent administrative components form a unit almost detached from their respective Societies and eventually administrative powers are concentrated presumably in one person or a group of elites; as the character of a State is dependent on its constituent members forming the government and related Society; as democracy can only be successful in a scientifically educated Society, feasibly a nation-State; as variance in definition of interests as a nation may set an environment of conflict within and outside the States; and as the general mental attitude and intellectual level of nations may vary but not of their intellectuals, provided a standard universal system of their selection is implemented, therefore this become imperative that all Societies of the world, for logical solutions of their problems and to avoid injustice and conflicts on all levels, need such a system of governance in which only a group of intellectuals of Societies may have access to sovereignty. In such system of governance, their authorities must be confined to legislation and supervision of State administrative activities only, while the authority to approve or abolition of these legislations should be privilege of related associated Societies and their interpretation and implementation, the responsibility of judiciary. Hence in this way both the legislative assemblies and judiciary become accountable to their associated Societies. Such a system will establish 'The Rule of Society' through their intellectuals, ensuring the relationship between the State and Society, and Establishment and Elected Representatives amicable and give optimal results even in an illiterate Society
