A.V. Tolmachev est né en 1964 à Tedzhen, République socialiste soviétique de Turkménistan. Formation : faculté de technologie, MISIS ; faculté de pédagogie et de psychologie, Institut pédagogique d'État Lénine de Moscou ; faculté d'assurance, NIFI ; faculté de droit, université d'État Lomonossov de Moscou ; faculté de philosophie et de théologie, Église orthodoxe russe Saint-Jean-le-Théologien. Il est titulaire d'un doctorat en droit et d'un doctorat en théologie.
