The experience of the present systematization was implemented within the Global Fund's Round VI Program, called "Multisectoral National Plans: Integrating resources for the fight against HIV and AIDS", during the period October 2007 to September 2012, in Peru.The Community Delegates are people living with HIV or are members of populations vulnerable to HIV.The key questions of the study are:To what extent were the strategic decisions made around community delegates and their institutional and programmatic context explicitly or implicitly governed by a Social Management Approach, specifically oriented to the response to HIV/AIDS in Peru and to the deepening of MIPA? From the same perspective, how much of what resulted from the community delegates' experience is the result of a premeditated and planned process? To this end, the Human Development Approach with its various types of capitals was incorporated throughout the cycle, focusing on human capital and social capital, social participation and empowerment, as well as strategic decisions.
