William B. Moran, a retired Federal Administrative Law Judge, is the author of five novels, including the recently issued Mine Safety Trilogy Part I. His plain-spoken fiction writings captivate readers of all ages and education levels. Beyond his imaginative stories, with a 30-year judicial career in federal service, Judge Moran has presided over a variety of agency cases, issuing hundreds of published decisions. His work spans a range of agencies, involving MSHA, EPA and the IRS, among many others. In addition, he has also authored a host of non-fiction writings, including his article in the West Virginia Law Review: "Dismantling the Mine Act," published in Spring 2023. That piece reveals his deep understanding of complex legal issues and enhances his works of fiction.
