Teymur Adalat oglu Kuliev was born on 27 December 1972 in Baku. After graduating from the History Department of Baku State University, he studied at the Azerbaijan State Economic Institute and the Law Department of Moscow State University of Economics, Statistics and Informatics. He is a doctoral student at the Azerbaijan National Institute of Economics and Social Sciences.
