Land management and planning have always been complex issues, especially in contexts such as Brazil, where the occupation process has been disorderly since the country's inception. Recently, this activity has been interpreted according to the concept of Land Use Planning, which takes into account various factors that tend to guide a development project. The main objective of this research was to identify experiences of territorial governance in the state of Minas Gerais, especially after the implementation of the ZEE - Ecological Economic Zoning - as well as the creation of mechanisms that allow organised civil society to participate in the construction of agendas. After presenting the arenas described above, we present the opinions of some actors who participated in the public policy implementation process, as well as those who deal with it on a daily basis. In general, we observed that participation takes place in an institutional manner, which does not seem to contemplate the interests of social actors in the construction of agendas.
