L'auteur est fonctionnaire à l'Institut fédéral du Paraná. Titulaire d'un master en sciences sociales appliquées de l'Université d'État de Ponta Grossa (UEPG). Spécialiste en administration publique et gestion des villes, il est également titulaire d'une licence en droit de l'Université fédérale de Pelotas (UFPel). Il exerce dans le domaine du droit international public, administratif et constitutionnel.
