Serge SIKA Ngonda, ein ausgebildeter Informatiker, begann seine Karriere als Forscher im Bereich der Budgettechnik, als er 1995 auf ein ernsthaftes Problem stieß, das sich aus dem Mangel an geeigneten Managementinstrumenten bei der Erstellung von Prognosen ergab. Daher begann er mit einer Reihe von Forschungsarbeiten, die zur Entwicklung der Dewaz-Methode führten.
