The research aims to examine the effect of road transportation factors on freight logistics performance, exploring the moderating role of policy and the mediating effects of information integration between infrastructure quality, service quality, customs-clearing processes, integrated planning, and ICT deployment. These aspects include the quality of infrastructure, the quality of services, customs clearance processes, the adoption of information and communication technology (ICT), and integrated planning. A concurrent mixed-methods approach, incorporating both explanatory and exploratory research designs, was used. Data were collected via questionnaires, key informant interviews, and field observations. The sample included 368 drivers from the Ethio-Djibouti corridor and 11 officials and experts from relevant organizations. Quantitative data were analyzed using descriptive statistics and structural equation modeling (SEM) with SPSS version 25 and AMOS version 24. Qualitative data were analyzed using thematic analysis techniques. Results indicate poor infrastructure and logistics service quality in Ethiopia.
