Repeta ist auf den Cookinseln geboren und aufgewachsen. Repeta wurde in einer Zeit erzogen, in der jedes Kind ein Recht auf Bildung hatte, so dass Bildung ein obligatorischer Teil ihres Lebens war. In den 1970er und 1980er Jahren besuchte sie die Primar- und Sekundarstufe und studierte an der Victoria University of Wellington, Neuseeland, auf Hochschulniveau.
