This is the proceedings of the Nineteenth International Conference on Management Science and Engineering Management (ICMSEM 2025). The Program Committee Chairs which are famous scientists in the area of management science and engineering management, and Program Committee Members which are active scholars from all over the world will review the submissions and select high quality papers to be published in the proceedings.

ICMSEM provides a platform for researchers and practitioners of Management Science, Engineering Management and Engineering Science, to share ideas, exchange experiences. ICMSEM encourages papers that have following five elements: (1) strong background of practical management problem found in engineering practice; (2) clear problem description, and abstract it as a class of problem in Management Science and Engineering Management, topics such as decision analysis, manufacturing management, engineering project management, knowledge management, logistics, supply chain management, service innovation and management as well as a variety of multi-class interdisciplinary research; (3) effective mathematical engineering modelling, for example, creating engineering mathematical model and conducting abstract engineering mathematical analysis by using statistical mechanics, operations research, systems science, differential equations, variational inequalities, control theory, econometrics; (4) algorithm framework design, namely designing of algorithm model for solving engineering problems successfully; (5) successful application or case study in Engineering Management to show its scientificity and effectiveness.

The proceedings of the Nineteenth ICMSEM cover a wide range of areas including hot management issues in Engineering Science. It provides newest and frontier ideas and research achievements in the area of Management Science and Engineering Management to researchers and practitioners. The work contains both theoretical and practical studies of Management Science in the Computing Methodology, showing the advanced management concepts, computing technologies for decision making problems with large, uncertain and unstructured data. Research in this proceeding will show the new changes and challenges in the decision-making procedure as we have entered the big data era. Theoretical studies of this proceedings will present the new technologies of analysis, capture, search, sharing, storage, transfer, visualization, and privacy violations, as well as advances in integration of optimization, statistics and data mining. This proceeding also contains practical studies in the real decision-making scenarios when facing large, uncertain or unstructured data. The readers who are interested in related fields of can benefit from the proceedings for the new ideas and research direction.

Dr. Jiuping Xu, Cheung Kong Chair Professor at Sichuan University with dual PhDs in Applied Mathematics (Tsinghua) and Physical Chemistry, leads in complex systems engineering. He developed the "TS-MG-AC" paradigm for energy, circular economy, and post-earthquake reconstruction. His work has created substantial value in the circular economy and contributed significantly to the reduction of hydropower costs. A two-time IFORS Prize winner, he serves as international academician, leads major projects, and pioneered disaster risk theories. His interdisciplinary contributions drive global impact in academia and policy.  Dr. Sophie Dabo-Niang is a professor of applied mathematics at the University of Lille and a researcher at INRIA Lille. She holds a PhD in statistics from Sorbonne University (2002). After working at the University of Paris 2 (2002–2004), she became an Associate Professor at the University of Lille 3 in 2004. Her research focuses on temporal and spatial representation in random environments via stochastic changes, addressing problems in biology, economics, and related fields. She has published over 90 articles, authored 3 books, and supervised 20 PhD students. Leading teams at LEM CNRS and Oncolille, she promotes mathematics and women's inclusion, serving on EMS and IMU committees and as Vice-President of CIMPA.  Dr. Noor Azina Ismail is an Honorary Professor at Universiti Malaya's Decision Science Department and a former Dean of its Economics Faculty. She served as an Adjunct Professor at Ton Duc Thang University, Vietnam (2017–2020). Holding a PhD from Queensland University of Technology, Australia, she is a Chartered Statistician with expertise in hierarchical modelling and biostatistics. Leading ERIA projects and an LRGS study on urban farming, she has received Australian Endeavour and Korea Foundation fellowships, and sits on the UKRI grant review panels.  Dr. Ning Gao is a Chair Professor of Finance at the University of Manchester and Deputy Director of its investment risk center. He holds a PhD from HKUST and a bachelor's from Renmin University of China. Specializing in corporate finance and sustainable finance, his research appears in top journals like Management Science. He serves on ESRC panels, edits the Journal of Sustainable Finance, and leads the UK Annual Corporate Finance Conference. A member of global finance associations, he reviews for 20+ international journals.
