Planning is one of these essential instruments, which analyzes the current reality and the desired future. Participation has become a basic premise for the development of public policy, as it allows for a better correlation of forces, more efficient decision-making, and distribution of power. Thus, participatory planning proposes to contemplate real demands, socially just future expectations, and effective proposals for action within reach of its objective. Therefore, this work presents an analysis of the construction of the Coreaú River Basin Water Resources Plan. It describes the development of the Plan until its approval by the CBH, as well as the CBH's perception of this process and final product.

Kamylle Prado est technologue en ressources hydriques (2001), elle a une spécialisation en gestion des ressources hydriques et de l'environnement dans les bassins hydrographiques, obtenue à l'UFC (2009), et un master en gestion des ressources hydriques, obtenu dans la même université. Elle occupe actuellement le poste de coordinatrice de la gestion des ressources en eau à la COGERH.
