Robert Hall is an independent consultant on resilience. He was the Executive Director (2018 2021) and then Director of Strategy (2021 2022) at Resilience First Ltd, which he helped co-found. This is a not-for-profit organisation promoting business community resilience in urban areas. He also served as the Research and Policy Coordinator (2021 2022) for the National Preparedness Commission. He left both positions in May 2022. Previously, he was Director of the Security & Resilience Network (2013 2018) at London First Ltd and before that Director of Resilience (2012 2013) at G4S Risk Management Consulting. He has also held senior positions in risk and security departments at Barclays, BAT and Marsh. He was Head of Analysis (1997 2000) at the National Criminal Intelligence Service and Managing Editor (1992 1997) of intelligence titles at Jane s Information Group, an international defence publishing company. He founded and was Chief Executive (2000 2002) of the Global Forum on Law Enforcement and National Security (LENS) for senior executives in government, business and academia. He has authored numerous articles in a variety of publications on strategic risk, security and resilience issues. He wrote a chapter in Nordic Security at the Turn of the Twenty-First Century (Zoppo, C. E. (ed.), Greenwood, 1991, ISBN: 0313275769) and a chapter in Strategizing Resilience and Reducing Vulnerability (Trim, P. (ed.), Nova Science, 2009, ISBN: 9781607416937). Robert spent his early career as an officer (1974 1992) in the British Army. He served in Great Britain, Northern Ireland, Cyprus and Germany. Based on his work in the Ministry of Defence, followed by a defence fellowship, he authored Soviet Military Art in a Time of Change: Command and Control of the Future Battlefield (Brassey s, 1991, ISBN: 0080413218). Other books by the author are listed on pages 172-177. He has a Bachelor of Science (Hons) degree in Zoology from the University of Bristol, a Post-Graduate Certification in Education from the University of Cardiff, and a Master of Social Science degree in Russian and East European Studies from the University of Birmingham.
