However, its adoption depends on the will of African leaders, although it is urgent in the face of security challenges and supported by the AU's Non-Aggression Pact. Perceived as an end in itself, human security should become a functional tool in development projects to better meet the needs of communities. The organs of the AU, despite the control of the decision-making body, could promote this concept. Finally, the AU must develop its own human security doctrine to support continental initiatives and strengthen regional social integration.
