Victor C.C. Khor is the Anglicized name of Xu Cangzhou or, in the Fujian dialect, Khor Cheong Chew. Victor was born into a Confucian family in Xiamen, Fujian Province, China in 1934. He completed his primary school education in China before migrating to Malaysia in 1947. In1961 he obtained a Bachelor's Degree in Architecture at the Bombay University and then a postgraduate Diploma in Town Planning at Leeds in the UK in 1964. He went on to pursue a successful career as an architect and town planner in Manchester, Malaysia, Singapore and Australia. Upon retirement Victor studied Theology and obtained a Bachelor of Theology Degree from the Melbourne College of Divinity in 1991.
