In the 1980s and '90s, many sub-Saharan countries undertook restructuring projects to rationalize their public sector establishments and set up fair compensation and benefits structures for the public sector. The restructuring programs, it was argued, would also help raise the standards of living and reduce poverty in the region. The sub-Saharan mainland includes Central Africa, East Africa, West Africa, and Southern Africa. I have written this book with these sub-Saharan countries in mind. While some countries in the region succeeded in restructuring their public institutions, several others did not. This book looks at Kenya's experience. I hope that other countries in the sub-Saharan region find my analysis of Kenya's experience and my suggestions on the way forward relevant. The chapter on job evaluation methods and compensation structuring are relevant for any organization, public or private. I expect that business organizations considering setting fair and equitable compensation structures will also find this book useful.
