M. DONALD HANCOCK is Professor of Political Science and Director of the Center for European Studies at Vanderbilt University. He is the author of books, chapters, and journal articles on Sweden, Germany, and the European Union as well as co-editor and co-author of Managing Modern Capitalism: Industrial Renewal and Workplace Democracy (1992), German Unification: Process and Outcomes (1994), and Politics in Western Europe, second ed. (1998). JOHN LOGUE is Professor of Political Science at Kent State University.
