Autorenporträt
Billie Rowland was born and raised in southwest Missouri, where he developed a love for history and public service. After serving in the Coast Guard, he started his law enforcement career with the Jasper County Missouri Sheriff's Department in 1989. He joined the Mobile Police Department in April 1992 and has been an officer there since. He has a bachelor's degree in criminal justice administration. During his tenure with the Mobile Police Department, he has been promoted through the ranks to captain and has worked downtown, supervised patrol squads in Precinct 1, Precinct 4, served as an Executive Officer in Precinct 3, and he has been the Commander of Central Events and Mounted Unit, Commander of the Support Services Section and Commander of Precinct 4. His love for Mobile and the Mobile Police Department grew as he worked the Downtown beat. Working in the historic district, he met merchants and residents who had lived and worked there for decades, and listening to their stories of the city fueled his desire to know its history. The Mobile Police Museum was located in the Central Events Precinct while he was assigned there as an officer and then later as the Precinct Commander, giving him access to some of the department history. When the precinct was moved and the museum closed, he along with Assistant Chief Hodge inventoried the museum contents and then boxed and placed them into storage. His years of research has led to an extensive library and collection of artifacts and finally this book.
